The expansion is inspired by the historical period when the East India Company held significant influence over the Indian subcontinent, later transitioning to direct British Crown control. Players begin their journey in 1840, taking on the role of a railway magnate tasked with building and managing a vast railway system that connects major cities and facilitates the transport of goods and people. The DLC introduces a new, expansive map of India, playable as a single large map or divided into four detailed sections. It also features three fully voiced scenarios—“Foreign Regency” (starting in 1840), “Karmic Justice” (starting in 1854), and “Colours of India” (starting in 1865)—each offering unique challenges and objectives.

Gameplay in Railway Empire 2: India introduces four authentic Indian locomotives, including the "Fairy Queen" and the BNR Class N, as well as five imported locomotives reimagined to fit the region. Players can transport 16 new regional products, such as raw silk, Naan bread, and Chai tea, adding depth to the economic and logistical aspects of the game. The DLC also includes 20 new themed music tracks and jingles, enhancing the immersive experience with sounds inspired by traditional Indian music and the bustling atmosphere of Indian cities.
